New Home Construction in Westchester County: What to Know Before You Build

Building a custom home in Westchester County is one of the most complex and rewarding projects a homeowner can take on. Here's what the process actually looks like from an architect-builder's perspective.

Design and Construction Under One Roof

Most homeowners building a new home in Westchester face a fragmented process — hire an architect, then separately hire a general contractor, then spend months managing miscommunication between the two. At House Architecture & Construction, PLLC, we operate as a true design-build firm. Principal Silvio M. Luca is both a licensed New York State architect and a licensed general contractor, which means the person designing your home is also the person building it. That single point of accountability changes everything — from how decisions get made to how problems get solved.

What the Process Looks Like

A new home project begins with a site analysis and a detailed design consultation. We study the lot, local zoning regulations, and the client's program — how they live, what they need, what they want. From there, Silvio develops the architectural design, including full construction documents and all drawings required for municipal permit approval. We file directly with the local building department and manage all coordination through approval.

Once permits are in hand, construction begins under Silvio's direct supervision. We manage every trade — structural, mechanical, electrical, plumbing, carpentry, and finishes — so there is no gap between what was designed and what gets built.

Custom Homes Throughout Westchester

We have completed new construction projects throughout Westchester County, working on a range of sites and architectural styles — from traditional Colonials and Shingle-style homes to clean contemporary designs. Each project is designed from scratch to fit the specific lot, the client's lifestyle, and the character of the neighborhood. We do not use stock plans.

Permits, Zoning, and Local Knowledge

Westchester's municipalities each have their own zoning codes, setback requirements, and building department processes. Having an in-house licensed architect handle permit filings — rather than outsourcing to a separate design firm — means fewer delays and fewer surprises. We know how to design within the constraints of a given lot and jurisdiction from day one, rather than redesigning after a permit rejection.
